yup they just approve or veto trades and give an explination or a blurb of why they came to that decision.

There should be a trade appeals team of 5-7 people that are different from the DOT team
This is a IDP dynasty and the long term plans of a team / owners should be heard
If I'm builds my program a certain way and your understanding or philosophy isn't on the same scope , I should not be punished for this by having my trades vetoed , with out an appellate firm

when owners make trades they need to incorporate their reasoning as to why. Vetoes are only really meant for bad trades like a 1st rd pick for kelvin sheppard. Its more to protect teams from really bad trades.
