GM Requirements
-New GM’s-
New Owners will not be allowed to trade for a period of 2 weeks until they understand the rules and how this place works. This will only be for replacement owners. If a replacement owner has quality experience they can plead their case to the Commish to have this 2 week rule waived.
If a new GM is left with no/little draft picks he/she will be awarded a comp pick in every round the team does not own a pick in if the team is ranked 17th or below. If ranked 10th-16th the team will be awarded a 2nd-5th. If ranked 1st-9th the team will be awarded a 3rd-5th.
-Fines/Penalties-
There are various fines and penalties that may be given if a GM is not abiding by the rules. In no way will these penalties become detrimental to the franchise. If a GM continues to disobey the rules in place they will be subject to removal from the league. I understand there may bee some oopsies at times which are fine, some of you are new. When it gets to the point of being intentional is when I and the league as a whole will have a problem and action will be taken.
-GM Responsibilities-
It is the responsibility of every owner to know and abide by the rules set forth. It is the responsibility of every owner to conduct themselves in a civil manner. There will be no assaults or attacks or harassment on other GM’s. This is a fun place, lets keep the Trolls out. Repeat offenders will be subject to penalties. Racism and attacking other GM’s is not permitted in this league. If you get in a heated debate, keep it civil, don’t just say this guy is a dumb ass and I’m right etc... Have some class and respect one and other. If you get really upset walk away from the computer. It’s a FUN GAME that we all obsess over. I will mediate as much as possible, but know I can only tolerate so much myself and hold the right to ban you from our chats for a period of time as need be.
I am going to require my GM’s to keep track of their roster on proboards. It really isn’t that hard guy, you make a trade, edit your roster. It is simple and takes minutes. It can be so basic as player name, salary/yrs, total salary, cap hits and Available Salary.
If there is a big coo about this then I will do the task of having rosters in Google docs, which is awesome, however I would need moderators to help keep it updated, it gets painfully horrible for either just myself or a handful of people to keep track of.
Scheduling
-Regular Season-
-12 games for the regular season, and 5 division games. The 5th division game opponent will rotate every 3 years.
-Your other 7 games will be 4 in conference and 3 out of conference, there will be a rotation every year so we aren’t playing the same teams always.
-Playoffs-
-12 teams, 8 Division winners + 2 Wild Cards in each conference. Tie Breakers will go to if a team had a tie in the season, points scored, division games won. If it reaches further than that.... Dayummmmm haha
-Wild Card in week 13 - the 4 Wild Card Teams will play and the 4 lowest seeded teams will play. Top 4 seeds will get a bye based on record, points for.
-Week 16 will be our Super Bowl
-Think your season is over? IT’S NOT!!! The Sacko Bowl winner will get $$$$!!!! The Sacko Bowl will run just like the playoffs except with the next tier of teams.
-Offseason-
There will be a string of events in the offseason to include possible rule tweaks and changes, Rook Draft, UFA Period, Roster Changes, FT/Extensions. All Dates will be planned out prior to the Leagues Super Bowl.
Rosters
-Roster Restrictions-
Besides the QB/K rule there will be no roster position restrictions. The minimum amount of players you must have on your roster is 35 and max of 53.
The only time these restrictions may be broken is during the offseason. Every year prior to the season being started there will be a given date to adjust your roster back within limits. This being said to prevent teams from going wild the absolute max during the offseason a roster can hold will be 60. Anything over 60 simply will be an invalid bid/trade.
-Lineups-

This is a big boy league that comes along with a price tag, GM’s are responsible for setting their lineup every week. If for some crazy circumstance a GM cannot set their lineup and the commissioner is informed of the circumstance in a timely manner with who you want to start at each position, we can set your lineup for you. “I just forgot,” is not a valid excuse.
For the spirit of competition, teams MUST start players at every position of the lineup whether the player is a UFA in real life or is on a bye. A lineup without a full starting cast will be subject to fines or penalties.
-Scoring-

-Home Field Advantage-
Home Field advantage will give 2 points to the home team for all games throughout the regular season and the playoffs. We applaud our 12th man!
-Salary Cap/Contract Years-
The Salary Cap will be set at $120 Mil. During the auction draft, teams will be allotted only $110 Mil to bid on players with. This is a big boy league, spend wisely!
At NO TIME will a team be allowed over the cap limit. If a transaction illegally puts you over the salary cap, the transaction will be rescinded and the team will lose their last draft pick for the following year. Further violations and they will keep losing picks.
An Auction draft will not have a year roster limit, but must initially abide to the following stipulations:
Only 5 players may be assigned to 5 yr contracts
Only 6 players may be assigned to 4 yr contracts
Only 12 players may be assigned to 3 yr contracts
The remaining Auction players may be assigned to any combination of 1-2 year deals.
This will NOT effect rookies, only the initial auction draft. After this initial auction draft there will be no limits on salary years per roster. So if you trade for a player on a 5 yr deal and don’t give up any, that is fair game.
This will keep the league out of the terrible bind of a roster year limit.
-Extensions- EXTENSION CONTRACT to ONE player each season who has at least ONE YEAR left on their contract. If a player is a UFA then that player may not be resigned, they must have at least ONE year left on their contract. (Except for the Leagues Inaugural Year) The Extension contract may add up to 3 YEARS on a players current contract and will cost 150% PER YEAR of the players contract. A player may not ever exceed a 6 YEAR contract. If a player is under $5 MIL Salary during time of first extension, those additional extension years must be at a minimum of $5 Mil on the players first extension, and a minimum of $10 Mil on that players 2nd extension. Upon the completion of the vet draft and this inaugural season only, ANY PLAYER may be extended except for rookies.
Example:
Mario Williams 8 MIL (2013) 8 MIL (2014) 8 Mil (2015) UFA (2016)
I choose to offer Mario an extension contract that adds 3 more years to his current deal. Mario's highest paid year is 8 Million. 150% of 8 Mil is 12 Million. The 12 Million will reflect on his extension years and his new contract will become:
Mario Williams 8 MIL (2013) 8 MIL (2014) 8 Mil (2015) 12 (2016) 12 (2017) 12 (2018) UFA (2019)
-Franchise Tags- FRANCHISE TAGS may be placed on ONE player on your roster ever year. These are OPTIONAL. The franchise tag price will be based on the average of the salaries of the top 10 paid players at the particular position. Players may be franchised for two years in a row. REMEMBER TO STAY UNDER THE SALARY CAP. Franchise Tag Prices will be the same as the real NFL’s FT Prices.
-Contract Restructure- After the Inaugural Auction on player (or Draft Pick) may be offered a 3 mil contract reduction if their salary is 10mil and above or 5 mil if their salary is 20 mil or above.
The stipulation of this is the player may NOT be dropped from your roster or traded.
This player may not be resigned or extended or fall under the FT.
This player will become a free agent when his contract is up.
This restructure will be determined at the end of the draft and posted.
-Veteran Free Agency-
Any UFA may be bid on whether he belongs to a real life team or not. Bidding will take place on proboards (This sort of makes life easier.) All free agents can be found on MFL in the Free Agents tab on the left of the screen.
Any player that is not on other team in the Legacy NFL will have UFA status. When you decide that you want to sign a UFA you must sign him to a contract. The league minimum for any contract is $.45 per/yr. Players can be signed for 1-4 yrs.
Restricted Free Agents are free agents who have been in the league for 3 years or less. Any player signed with RFA status must be in his 3rd year or less. A link MUST be provided on the first RFA bid of any player proving how many years the player has been in the league. The link can be from any site that easily shows the players years in the league easily, usually MFL is recommended. If there is controversy NFL.com will be the be all to prove what year the player was drafted.
Free Agent bidding will be based off of a point system. In the appropriate place on proboards be sure to include players name, position, team on the first bid.
The equation for UFA bidding will be as follows
Lamar Miller (RB-MIA) - 3yrs @ 1 mil = 4 points
the equation is very simple, you add years (3) + and the money bid (1mil) so 3+1= 4 points. In case of decimals you add them in as well, 3 yrs + 1.5 mil = 4.5 points. The last offer standing after a 24 hr period will be the victor of the UFA.
BIDS WILL BECOME INVALID IF THE PLAYERS TEAM AND POSITION IS NOT IN THE INITIAL BID!
-Bids are flat annual salary figures, therefore you cannot backload or frontload a salary.
-Bids must up the previous bid by at least 0.1 points.
-Invalid Bids are bids that have a wrong # of points, put the team over cap, put the team over the roster max, do not initially insert player name, team, position, or use the RFA distinction incorrectly. (This includes forgetting to include the RFA distinction in your bid, you will not receive the RFA designator on that player if not included!)
The RFA Tag for Veterans
RFA status will add 1 point to the total for the point system to make it more fair.
If a player has 1 year of NFL experience they may only receive an RFA designation if you do a bid for two years + RFA. The Bidding Years + Player experience has to = 4 years or less.
TO HAVE A VALID RFA BID A LINK MUST BE PROVIDED ON THE INITIAL BID TO PROVE HOW MANY YEARS THE PLAYER HAS BEEN IN THE NFL!
Examples:
Bryan Braman has 3 yrs experience
He can only be given the RFA designation if he is signed to a one yr deal. 3 yrs experience + 1 year bidding = 4 yrs
The Buffalo Bills bid
Bryan Braman (LB-HOU) - 1yr @ .5 Mil +RFA status = 2.5 points (The RFA in this case adds 1 point!)

The MAX someone can bid on a player for one year is $12M, anything from $12.05-$24M must be for a minimum of 3 years and any bids over $24M must be for a minimum of 4 years. This will hopefully keep prices and franchise tags down so we don't end up having contracts like $23M+ for one year to steal competition from other teams due to a high amount of cap space. Keep in mind this will be for UFA and RFA.
Here is an example of some valid/invalid bids based on bid amount:
1 year/$13.5M - INVALID
1 year/$12M - VALID
2 years/$25M - INVALID

IMPORTANT: YOU MAY NOT PLACE A BID ON A PLAYER IF YOU DO NOT HAVE THE CAP TO TAKE IN HIS CONTRACT. YOU MAY NOT PLACE A BID WHILE ANTICIPATING A PLAYER RELEASE OR TRADE (UNLESS ITS POSTED BEFORE). IF YOU DONT HAVE THE CAP, DO NOT MAKE THE BID PERIOD. CAP SPACE THAT YOU HAVE ACQUIRED VIA TRADE DOES NOT BECOME AVAILABLE UNTIL THE TRADE HAS BEEN APPROVED.
IN YOUR BID YOU MAY CONDITIONALLY WAIVE A PLAYER ON YOUR CURRENT TEAM TO HAVE THE CAP FOR THAT BID. IF YOU WIN THAT BID THAT PLAYER MUST BE WAIVED IMMEDIATELY. THE CAP HIT MUST BE INCLUDED FOR THAT PLAYER/S IN THE BID. IF YOU LOSE THE BID YOU WILL NOT HAVE TO DROP THAT PLAYER UNLESS YOU SO CHOOSE.
BE SURE TO INCLUDE THE WORD CONDITIONAL UPON THE WIN OF X PLAYER IN UFA - This will make it so no team can claim your Conditional Waived player pending the result of the UFA you are bidding on. Pending the result of the UFA you must post on your conditionally waived player if you are waiving that player or not to start or not start the Claims process.
-Rookie Free Agency-
This will be for ROOKIES ONLY and will start at a designated time.
Rookie UFA bidding will be held in a different thread than the Vet UFA.
These rules are going to be pretty much the same as what is already posted for Vets, the only difference being all players in this group of our rookie free agency pool are all available for RFA contracts because they are all rookies. Just ensure you post the RFA status in the contract if you would like RFA status.
The max number of years a player can be bid for is 4 years. The RFA contract is a max of 3 years.
The only difference FOR ROOKIES is the 1 point addition for RFA will NOT be valid for rookies.
Example Bid
The Bills bid on
Ace Sanders (WR-JAX) - 4yrs @ 3 mil = 7 points
or
Ace Sanders (WR-JAX) - 3yrs @ 3 mil with RFA status = 6 points
or any other combination your heart desires haha
-Releasing a Player-
To waive a player, type the player's name, contract and cap hit for each year that you will be taking and post in the appropriate section.
An owner will still be responsible for the percentage of cap hits based off of this awesome chart. This has been through vigorous league testing via our Raiders GM Andrew, and I feel that this will be the best way to go about business.

On this waiver post, the first team to “Claim,” this player off of waivers will become responsible for the full salary of said player. The original owner will no longer be responsible for any cap hit that would have ensued. Players waived will be on the block for a period of 48 hours after waived. If the player goes unclaimed, than the original owners cap hit will take effect.
To claim a player off waivers, reply to a waiver post with the word "claim". If more than one team, submits a claim for a player; the winner will be determined by the MFL’s Power Rankings during season and first come first served in until the power rankings become available, i.e. before the 2014 season starts.
-Trading/DOT/Requirements-
Trades
Trades will be voted on by a select group of volunteers. It would be ideal to have 1 voter per division + the commissioners, but we will only strive for that. The group DOT, Directors of Trades, will strive to vote efficiently and fairly, looking out for the best interest of each team in the trade, long term, short term and how a certain trade will effect the league as a whole. Some trades do come out one sided but may not be bad enough to veto. The purpose of this is solely to prevent if you will, trade rapes, and damaging a franchise to no end. This is in place to keep up the integrity of the league for many years to come.
The Teams involved in the trade may NOT vote on the trade.
Example
Bengals Trade Adrian Peterson to the Rams for Vick Ballard and a 3rd round pick. Obviously this would be an outrageous trade and should be vetoed immediately.
A better looking trade:
Bengals Trade Adrian Peterson to the Rams for Jamaal Charles and a 2014 2nd rd pick. Some people may not like this trade still but it is a much closer gauge of what the players are worth. Contracts and cap space, years the player has left on contract will always play a role.
Also DOT members should take in to account each teams direction and the contracts of the players at hand.
This system will NEVER be perfect which is why 4 APPROVES or 5 VETOS will have to be made for each trade to either be passed or vetoed (whichever happens first). Usually not this many is ever required, however there is money at stake here and I want to be fair.
Average GM's can also vote on trades and for every 2 GM Votes that will equal 1 DOT vote toward the trade. These GM votes must be posted before DOT has agreed to a trades fate in order to take effect.
The proper trading format will have all players contracts involved and the year of the draft picks involved (pick number if applicable). Each team will also be required to write at least one sentence of why they are making the trade to help DOT members understand the direction of the GM’s trade.
Besides blatantly obvious trades DOT members will be required to explain their decision as well. During the voting process it is frowned upon to fight against DOT votes unless you are just further explaining your position on the trade and why you did it.
Trades conditions may also be included in trades
-A certain yardage or touchdown a player has to receive unless X happens
-If player X is cut his cap hit may be split by X% and Y% between teams
-Pretty much any condition you can imagine works, we just ask that it seeks approval first. We are open to any arguments you have considering why you chose to go in any route with your conditions.
Players MAY trade salary up to 10.0 Million a year.
How this will work:
You can only trade a maximum of 10.0 Million a year, you cannot go up and down. Once you exceed 10 Million in salary trades, that is it.
If you trade 5 million to a team and then in a different deal take in 5 million from that team that is your total of 10 million that year and your total cap would essentially be back to normal.
You cannot exceed 130 Million in cap because you can't trade for more of it.
The trading of cap CANNOT change a players salary in any way.
Example:
Bengals trade:
Mario Williams 6 MIL (2013) 2 MIL (2014) 12 Mil (2015) UFA (2016)
Falcons Trade:
Kamerion Wimbley 4 MIL (2013) 3 MIL (2014) UFA (2015)
2 Million in Cap space
This would mean the Bengals take in an additional 2 Million in cap against their roster
and the Falcons clear 2 million in cap space.
This 2 million counts against both teams toward their max of 10 million for the year. So the rest of the year both teams can only trade an additional 8 Million.
This is in effect to help teams in a pinch with cap.
-Draft-
Currently we are looking to do an Auction draft and all Auction draft rules have been posted throughout these by-laws. This will be updated if we decide to go through a snake draft or if there are any crazy and wild complaints.
The minimum bid on a player must be .45mil and must be raised by at least .1 mil. A player will be up for auction for 24 hrs without being bid on to be won by the last bidding team.
To start any team can nominate a player for bid and only 20 players at a time can be bid on.
-Rookie Draft-
-Every year there will be a 5 rd rookie draft conducted
-Comp Picks may not be traded and are based in order of Record, Points For.
-Rookie Draft picks may be traded up to 2 years in advance. Upon completion of a rookie draft, say 2014, teams will be allowed to trade rook picks through 2016.
-Rookies may be signed to a 3yr RFA contract, or if a 1st rd pick a 5yr contract. or picks 2-5th a 4 yr contract, it is the GM’s choice and must be noted at a designated time after the rookie draft every year.
The Rookie Pay Scale will be as follows:

If rookies in any shape or form are included in the Auction Draft, their salary will be that off what they were bid on, even if it is just the pick that was bid on.
-QB/K Rule- At the beginning of each season each team is required to have 1 starting QB and 1 starting K.
If a team ends up with multiple than they must form a fair trade with a team who doesn't have a starter. If no trade can be agreed upon than the team with the extra QB or K will surrender the QB or K to the free agency and the only team that can bid on that starting player will be the team without one. They can only pick up this player in week 3 as a penalty to that team for not trying to entertain a trade. The player will essentially be locked for the first 2 weeks. After week 3 this rule no longer applies and injured QB situations will fall on the responsibility of the team.
The team losing the QB will be awarded a comp pick based off of the status and ability of the lost QB.
All QB signings under this rule will be at the rate of 8 mil for 1 year only and this QB may not be subject to a Franchise Tag or a Contract Extension. This QB may be traded.
After week 3 as mentioned above, the team without a starting QB or K will be on their own.
During the Auction teams may only have a maximum of 2 starting QB’s on their roster, all others will be sent back in to the auction. Real life teams with iffy QB situations such as the browns will not count toward this, but in essence DON’T HOARD QB’s or K’s!!! After Week 3 do what you must, but know this will be reset again prior to the next season.
-Treasury-
All teams winning will be tracked on proboards.

-The Ryan Swope Rule- If a players career is over due to injury, you get a free release of that player. And a 5th round Compensation pick in the next years draft. If the player is considered top 10 in his position you will get a comp 2nd. This rule is in effect indefinitely.
-The Aaron Hernandez Rule-
If you own a player of scum and villainy and he decides to get arrested and leave the league you will get a free release and a 5th rd Comp Pick. If the player is considered top 10 in his position you will get a comp 2nd. This rule is in effect until week 5 of each season and doesn’t cover suspensions. Upon the conclusion of week 5 there will be no Comp picks awarded.
-The Tony Gonzalez Rule-
If a player retires the owning GM may drop that player without penalty, but will not be awarded any comp pick. This rule is in effect indefinitely.
-IR-
There is no limit on IR, if a player is on IR they do not count toward the teams salary cap or roster count. Rosters must be adjusted properly for a player to return from IR. Players may only go on IR once they are activated on IR in real life and a link is provided by any major website stating the player was placed on IR.

I am going to require my GM’s to keep track of their roster on proboards. It really isn’t that hard guy, you make a trade, edit your roster. It is simple and takes minutes. It can be so basic as player name, salary/yrs, total salary, cap hits and Available Salary.
If there is a big coo about this then I will do the task of having rosters in Google docs, which is awesome, however I would need moderators to help keep it updated, it gets painfully horrible for either just myself or a handful of people to keep track of.
Scheduling
-Regular Season-
-12 games for the regular season, and 5 division games. The 5th division game opponent will rotate every 3 years.
-Your other 7 games will be 4 in conference and 3 out of conference, there will be a rotation every year so we aren’t playing the same teams always.
-Playoffs-
-12 teams, 8 Division winners + 2 Wild Cards in each conference. Tie Breakers will go to if a team had a tie in the season, points scored, division games won. If it reaches further than that.... Dayummmmm haha
-Wild Card in week 13 - the 4 Wild Card Teams will play and the 4 lowest seeded teams will play. Top 4 seeds will get a bye based on record, points for.
-Week 16 will be our Super Bowl
-Think your season is over? IT’S NOT!!! The Sacko Bowl winner will get $$$$!!!! The Sacko Bowl will run just like the playoffs except with the next tier of teams.
-Offseason-
There will be a string of events in the offseason to include possible rule tweaks and changes, Rook Draft, UFA Period, Roster Changes, FT/Extensions. All Dates will be planned out prior to the Leagues Super Bowl.
Rosters
-Roster Restrictions-
Besides the QB/K rule there will be no roster position restrictions. The minimum amount of players you must have on your roster is 35 and max of 53.
The only time these restrictions may be broken is during the offseason. Every year prior to the season being started there will be a given date to adjust your roster back within limits. This being said to prevent teams from going wild the absolute max during the offseason a roster can hold will be 60. Anything over 60 simply will be an invalid bid/trade.

This is a big boy league that comes along with a price tag, GM’s are responsible for setting their lineup every week. If for some crazy circumstance a GM cannot set their lineup and the commissioner is informed of the circumstance in a timely manner with who you want to start at each position, we can set your lineup for you. “I just forgot,” is not a valid excuse.
For the spirit of competition, teams MUST start players at every position of the lineup whether the player is a UFA in real life or is on a bye. A lineup without a full starting cast will be subject to fines or penalties.

-Home Field Advantage-
Home Field advantage will give 2 points to the home team for all games throughout the regular season and the playoffs. We applaud our 12th man!
-Salary Cap/Contract Years-
The Salary Cap will be set at $120 Mil. During the auction draft, teams will be allotted only $110 Mil to bid on players with. This is a big boy league, spend wisely!
At NO TIME will a team be allowed over the cap limit. If a transaction illegally puts you over the salary cap, the transaction will be rescinded and the team will lose their last draft pick for the following year. Further violations and they will keep losing picks.
An Auction draft will not have a year roster limit, but must initially abide to the following stipulations:
Only 5 players may be assigned to 5 yr contracts
Only 6 players may be assigned to 4 yr contracts
Only 12 players may be assigned to 3 yr contracts
The remaining Auction players may be assigned to any combination of 1-2 year deals.
This will NOT effect rookies, only the initial auction draft. After this initial auction draft there will be no limits on salary years per roster. So if you trade for a player on a 5 yr deal and don’t give up any, that is fair game.
This will keep the league out of the terrible bind of a roster year limit.
-Extensions- EXTENSION CONTRACT to ONE player each season who has at least ONE YEAR left on their contract. If a player is a UFA then that player may not be resigned, they must have at least ONE year left on their contract. (Except for the Leagues Inaugural Year) The Extension contract may add up to 3 YEARS on a players current contract and will cost 150% PER YEAR of the players contract. A player may not ever exceed a 6 YEAR contract. If a player is under $5 MIL Salary during time of first extension, those additional extension years must be at a minimum of $5 Mil on the players first extension, and a minimum of $10 Mil on that players 2nd extension. Upon the completion of the vet draft and this inaugural season only, ANY PLAYER may be extended except for rookies.

I choose to offer Mario an extension contract that adds 3 more years to his current deal. Mario's highest paid year is 8 Million. 150% of 8 Mil is 12 Million. The 12 Million will reflect on his extension years and his new contract will become:

-Franchise Tags- FRANCHISE TAGS may be placed on ONE player on your roster ever year. These are OPTIONAL. The franchise tag price will be based on the average of the salaries of the top 10 paid players at the particular position. Players may be franchised for two years in a row. REMEMBER TO STAY UNDER THE SALARY CAP. Franchise Tag Prices will be the same as the real NFL’s FT Prices.
-Contract Restructure- After the Inaugural Auction on player (or Draft Pick) may be offered a 3 mil contract reduction if their salary is 10mil and above or 5 mil if their salary is 20 mil or above.
The stipulation of this is the player may NOT be dropped from your roster or traded.
This player may not be resigned or extended or fall under the FT.
This player will become a free agent when his contract is up.
This restructure will be determined at the end of the draft and posted.
-Veteran Free Agency-
Any UFA may be bid on whether he belongs to a real life team or not. Bidding will take place on proboards (This sort of makes life easier.) All free agents can be found on MFL in the Free Agents tab on the left of the screen.
Any player that is not on other team in the Legacy NFL will have UFA status. When you decide that you want to sign a UFA you must sign him to a contract. The league minimum for any contract is $.45 per/yr. Players can be signed for 1-4 yrs.
Restricted Free Agents are free agents who have been in the league for 3 years or less. Any player signed with RFA status must be in his 3rd year or less. A link MUST be provided on the first RFA bid of any player proving how many years the player has been in the league. The link can be from any site that easily shows the players years in the league easily, usually MFL is recommended. If there is controversy NFL.com will be the be all to prove what year the player was drafted.
Free Agent bidding will be based off of a point system. In the appropriate place on proboards be sure to include players name, position, team on the first bid.
The equation for UFA bidding will be as follows
Lamar Miller (RB-MIA) - 3yrs @ 1 mil = 4 points
the equation is very simple, you add years (3) + and the money bid (1mil) so 3+1= 4 points. In case of decimals you add them in as well, 3 yrs + 1.5 mil = 4.5 points. The last offer standing after a 24 hr period will be the victor of the UFA.
BIDS WILL BECOME INVALID IF THE PLAYERS TEAM AND POSITION IS NOT IN THE INITIAL BID!
-Bids are flat annual salary figures, therefore you cannot backload or frontload a salary.
-Bids must up the previous bid by at least 0.1 points.
-Invalid Bids are bids that have a wrong # of points, put the team over cap, put the team over the roster max, do not initially insert player name, team, position, or use the RFA distinction incorrectly. (This includes forgetting to include the RFA distinction in your bid, you will not receive the RFA designator on that player if not included!)
The RFA Tag for Veterans
RFA status will add 1 point to the total for the point system to make it more fair.
If a player has 1 year of NFL experience they may only receive an RFA designation if you do a bid for two years + RFA. The Bidding Years + Player experience has to = 4 years or less.
TO HAVE A VALID RFA BID A LINK MUST BE PROVIDED ON THE INITIAL BID TO PROVE HOW MANY YEARS THE PLAYER HAS BEEN IN THE NFL!
Examples:
Bryan Braman has 3 yrs experience
He can only be given the RFA designation if he is signed to a one yr deal. 3 yrs experience + 1 year bidding = 4 yrs
The Buffalo Bills bid
Bryan Braman (LB-HOU) - 1yr @ .5 Mil +RFA status = 2.5 points (The RFA in this case adds 1 point!)

The MAX someone can bid on a player for one year is $12M, anything from $12.05-$24M must be for a minimum of 3 years and any bids over $24M must be for a minimum of 4 years. This will hopefully keep prices and franchise tags down so we don't end up having contracts like $23M+ for one year to steal competition from other teams due to a high amount of cap space. Keep in mind this will be for UFA and RFA.

IMPORTANT: YOU MAY NOT PLACE A BID ON A PLAYER IF YOU DO NOT HAVE THE CAP TO TAKE IN HIS CONTRACT. YOU MAY NOT PLACE A BID WHILE ANTICIPATING A PLAYER RELEASE OR TRADE (UNLESS ITS POSTED BEFORE). IF YOU DONT HAVE THE CAP, DO NOT MAKE THE BID PERIOD. CAP SPACE THAT YOU HAVE ACQUIRED VIA TRADE DOES NOT BECOME AVAILABLE UNTIL THE TRADE HAS BEEN APPROVED.
IN YOUR BID YOU MAY CONDITIONALLY WAIVE A PLAYER ON YOUR CURRENT TEAM TO HAVE THE CAP FOR THAT BID. IF YOU WIN THAT BID THAT PLAYER MUST BE WAIVED IMMEDIATELY. THE CAP HIT MUST BE INCLUDED FOR THAT PLAYER/S IN THE BID. IF YOU LOSE THE BID YOU WILL NOT HAVE TO DROP THAT PLAYER UNLESS YOU SO CHOOSE.
BE SURE TO INCLUDE THE WORD CONDITIONAL UPON THE WIN OF X PLAYER IN UFA - This will make it so no team can claim your Conditional Waived player pending the result of the UFA you are bidding on. Pending the result of the UFA you must post on your conditionally waived player if you are waiving that player or not to start or not start the Claims process.
-Rookie Free Agency-
This will be for ROOKIES ONLY and will start at a designated time.
Rookie UFA bidding will be held in a different thread than the Vet UFA.
These rules are going to be pretty much the same as what is already posted for Vets, the only difference being all players in this group of our rookie free agency pool are all available for RFA contracts because they are all rookies. Just ensure you post the RFA status in the contract if you would like RFA status.
The max number of years a player can be bid for is 4 years. The RFA contract is a max of 3 years.
The only difference FOR ROOKIES is the 1 point addition for RFA will NOT be valid for rookies.

-Releasing a Player-
To waive a player, type the player's name, contract and cap hit for each year that you will be taking and post in the appropriate section.
An owner will still be responsible for the percentage of cap hits based off of this awesome chart. This has been through vigorous league testing via our Raiders GM Andrew, and I feel that this will be the best way to go about business.

On this waiver post, the first team to “Claim,” this player off of waivers will become responsible for the full salary of said player. The original owner will no longer be responsible for any cap hit that would have ensued. Players waived will be on the block for a period of 48 hours after waived. If the player goes unclaimed, than the original owners cap hit will take effect.
To claim a player off waivers, reply to a waiver post with the word "claim". If more than one team, submits a claim for a player; the winner will be determined by the MFL’s Power Rankings during season and first come first served in until the power rankings become available, i.e. before the 2014 season starts.
-Trading/DOT/Requirements-
Trades
Trades will be voted on by a select group of volunteers. It would be ideal to have 1 voter per division + the commissioners, but we will only strive for that. The group DOT, Directors of Trades, will strive to vote efficiently and fairly, looking out for the best interest of each team in the trade, long term, short term and how a certain trade will effect the league as a whole. Some trades do come out one sided but may not be bad enough to veto. The purpose of this is solely to prevent if you will, trade rapes, and damaging a franchise to no end. This is in place to keep up the integrity of the league for many years to come.
The Teams involved in the trade may NOT vote on the trade.
Example
Bengals Trade Adrian Peterson to the Rams for Vick Ballard and a 3rd round pick. Obviously this would be an outrageous trade and should be vetoed immediately.
A better looking trade:
Bengals Trade Adrian Peterson to the Rams for Jamaal Charles and a 2014 2nd rd pick. Some people may not like this trade still but it is a much closer gauge of what the players are worth. Contracts and cap space, years the player has left on contract will always play a role.
Also DOT members should take in to account each teams direction and the contracts of the players at hand.
This system will NEVER be perfect which is why 4 APPROVES or 5 VETOS will have to be made for each trade to either be passed or vetoed (whichever happens first). Usually not this many is ever required, however there is money at stake here and I want to be fair.
Average GM's can also vote on trades and for every 2 GM Votes that will equal 1 DOT vote toward the trade. These GM votes must be posted before DOT has agreed to a trades fate in order to take effect.
The proper trading format will have all players contracts involved and the year of the draft picks involved (pick number if applicable). Each team will also be required to write at least one sentence of why they are making the trade to help DOT members understand the direction of the GM’s trade.
Besides blatantly obvious trades DOT members will be required to explain their decision as well. During the voting process it is frowned upon to fight against DOT votes unless you are just further explaining your position on the trade and why you did it.
Trades conditions may also be included in trades
-A certain yardage or touchdown a player has to receive unless X happens
-If player X is cut his cap hit may be split by X% and Y% between teams
-Pretty much any condition you can imagine works, we just ask that it seeks approval first. We are open to any arguments you have considering why you chose to go in any route with your conditions.
Players MAY trade salary up to 10.0 Million a year.
How this will work:
You can only trade a maximum of 10.0 Million a year, you cannot go up and down. Once you exceed 10 Million in salary trades, that is it.
If you trade 5 million to a team and then in a different deal take in 5 million from that team that is your total of 10 million that year and your total cap would essentially be back to normal.
You cannot exceed 130 Million in cap because you can't trade for more of it.
The trading of cap CANNOT change a players salary in any way.

Bengals trade:
Mario Williams 6 MIL (2013) 2 MIL (2014) 12 Mil (2015) UFA (2016)
Falcons Trade:
Kamerion Wimbley 4 MIL (2013) 3 MIL (2014) UFA (2015)
2 Million in Cap space
This would mean the Bengals take in an additional 2 Million in cap against their roster
and the Falcons clear 2 million in cap space.
This 2 million counts against both teams toward their max of 10 million for the year. So the rest of the year both teams can only trade an additional 8 Million.
This is in effect to help teams in a pinch with cap.
-Draft-
Currently we are looking to do an Auction draft and all Auction draft rules have been posted throughout these by-laws. This will be updated if we decide to go through a snake draft or if there are any crazy and wild complaints.
The minimum bid on a player must be .45mil and must be raised by at least .1 mil. A player will be up for auction for 24 hrs without being bid on to be won by the last bidding team.
To start any team can nominate a player for bid and only 20 players at a time can be bid on.
-Rookie Draft-
-Every year there will be a 5 rd rookie draft conducted
-Comp Picks may not be traded and are based in order of Record, Points For.
-Rookie Draft picks may be traded up to 2 years in advance. Upon completion of a rookie draft, say 2014, teams will be allowed to trade rook picks through 2016.
-Rookies may be signed to a 3yr RFA contract, or if a 1st rd pick a 5yr contract. or picks 2-5th a 4 yr contract, it is the GM’s choice and must be noted at a designated time after the rookie draft every year.
The Rookie Pay Scale will be as follows:

If rookies in any shape or form are included in the Auction Draft, their salary will be that off what they were bid on, even if it is just the pick that was bid on.
-QB/K Rule- At the beginning of each season each team is required to have 1 starting QB and 1 starting K.
If a team ends up with multiple than they must form a fair trade with a team who doesn't have a starter. If no trade can be agreed upon than the team with the extra QB or K will surrender the QB or K to the free agency and the only team that can bid on that starting player will be the team without one. They can only pick up this player in week 3 as a penalty to that team for not trying to entertain a trade. The player will essentially be locked for the first 2 weeks. After week 3 this rule no longer applies and injured QB situations will fall on the responsibility of the team.
The team losing the QB will be awarded a comp pick based off of the status and ability of the lost QB.
All QB signings under this rule will be at the rate of 8 mil for 1 year only and this QB may not be subject to a Franchise Tag or a Contract Extension. This QB may be traded.
After week 3 as mentioned above, the team without a starting QB or K will be on their own.
During the Auction teams may only have a maximum of 2 starting QB’s on their roster, all others will be sent back in to the auction. Real life teams with iffy QB situations such as the browns will not count toward this, but in essence DON’T HOARD QB’s or K’s!!! After Week 3 do what you must, but know this will be reset again prior to the next season.
-Treasury-
All teams winning will be tracked on proboards.

-The Ryan Swope Rule- If a players career is over due to injury, you get a free release of that player. And a 5th round Compensation pick in the next years draft. If the player is considered top 10 in his position you will get a comp 2nd. This rule is in effect indefinitely.
-The Aaron Hernandez Rule-
If you own a player of scum and villainy and he decides to get arrested and leave the league you will get a free release and a 5th rd Comp Pick. If the player is considered top 10 in his position you will get a comp 2nd. This rule is in effect until week 5 of each season and doesn’t cover suspensions. Upon the conclusion of week 5 there will be no Comp picks awarded.
-The Tony Gonzalez Rule-
If a player retires the owning GM may drop that player without penalty, but will not be awarded any comp pick. This rule is in effect indefinitely.
-IR-
There is no limit on IR, if a player is on IR they do not count toward the teams salary cap or roster count. Rosters must be adjusted properly for a player to return from IR. Players may only go on IR once they are activated on IR in real life and a link is provided by any major website stating the player was placed on IR.
